I've been listening to the radio recordings on that Youtube channel, and the track was played on Finnish national radio's Dancemob program several times in 1993, but I didn't get any help from Shazam. Most likely a release from 1992 or early 1993. To me it sounds European and most likely British or Italian, but I'm not sure if I'm right.
