RSG §2.1.3 says the PAN should be "the most relevant version" of the artist's name. In case of Aiko Itō, she obviously is written 伊藤アイコ in her early release years, but later she always uses 伊藤愛子 on the release covers. Since the quantative discrepancy between the two is rather small, I'd say the more recent version is the most relevant.
I propose to merge to 伊藤愛子.

- under Emiko Nakayama, 14 releases show 中山恵美子 on cover & center labels; all ANVed (!)
1 release shows 'Emiko Nakayama' on cover and 中山恵美子 on rear & center labels.
- under 中山エミコ, 4 releases show 中山エミコ, one shows 'Emiko' on cover, 中山エミコ on obi & center labels.
This is a clear majority for 中山恵美子 on release.
I'd propose to merge to a new to create PAN 中山恵美子.
